A practical activity-based structure
The 2026 edition organises guidance around 45 supply-chain activities, helping organisations connect business decisions to safety outcomes. The NHVR published the 2026 edition on 21 January 2026.
What did not change through the Code
The Code does not amend the HVNL or introduce new legal obligations. Separate legislative reforms must be checked against their own commencement dates and jurisdictional application. Do not confuse a Code update with a statutory duty change.
Transition your system
Map your current risks and controls to the relevant activities, update responsibilities and training, and review evidence of implementation rather than simply renaming a policy.
Source and scope
Read the official 2026 Master Code and registered Code PDF. This independent CoR Australia guidance illustrates controls and evidence to consider; it is not the regulator’s publication, an exhaustive checklist, legal advice or a compliance certificate. Select controls for your circumstances so far as is reasonably practicable. The HVNL operates in participating jurisdictions, not Western Australia or the Northern Territory.
